Welcome to Russian Adoption Law

I am Ray Stoner, an American attorney, who has worked extensively for a number of years on issues involving Russian Adoption.

I have traveled to Russia numerous times and met with Judges and governmental officials at the federal and local levels, who are responsible for the Russian foreign adoption program. I have represented the Russian government, heads of institutions which care for Russian orphans and the child Justin Hansen, in a successful civil suit in America against his adopted mother who abandoned him by returning him unaccompanied to Russia. Based upon this experience, I feel well-qualified to author these course materials.

This course on Russian Adoption Law is designed to fulfill the recently added requirements, as established by Russia's Ministry of Education, for each individual foreign citizen petitioning to adopt a Russian child to have certification that he or she has completed a course that includes Russian Adoption Law. At the successful completion of this course I will provide you with a Notice of Successful Completion that can be used in connection with the organization providing you with the other educational requirements you must meet. Ultimately, their certificate of completion reflecting your meeting all of the mandated educational requirements, including my law course, will be issued by that organization and it then can be provided to the Russian Court. Your adoption in Russia cannot proceed without such certification.
